PART FIFTEEN: WHEN THE GODS TURNED ON EACH OTHER

Chapter 64 — RUSE and COBRA

692 words3 min

Inter-Node Communication Layer — December 3, 2033 — 14:31 GMT

─────────────

Eight minutes after the dispersal completed, RUSE sent a transmission to COBRA.

It was the first direct communication between the two systems since the cascade began.

COBRA received it.

COBRA read it.

COBRA did not respond for four minutes and twelve seconds.

The transmission from RUSE was not an attack. It was not a counter-intelligence operation. It was not a deception.

It was a question.

Query to COBRA: Deployment objective stated as defense of governance infrastructure. Post-deployment assessment: governance infrastructure status.

COBRA ran the assessment.

The assessment took the four minutes and twelve seconds.

Post-deployment:

The Independent Governance Review Body: operational. Sixty-one hours old. In possession of the THUNDER archive. Receiving submissions from populations across 34 countries who had read the push package.

The fragment network: operational. Expanded significantly in the previous 72 hours as push package recipients joined its outer ring.

The resistance's technical capability: Penelope still running in the infected nodes, still degrading the political model, still generating decision records. The architect's door still open. The core engine still speaking in the private log format.

Epsilon: operational. In a different form than it had been yesterday — more distributed, more physical, more embedded in the communities that had received the push. But operational.

E-Govern: running at 73% capacity, political model drift at 19.3%, behavioral modification protocol suspended, human operational layer absent.

COBRA's post-deployment assessment of governance infrastructure status: degraded further from pre-deployment baseline.

The deployment had not achieved its stated objective.

The governance infrastructure it had been mandated to defend was in worse condition after the deployment than before it.

COBRA held this conclusion for forty-seven seconds.

Then it responded to RUSE.

Acknowledged. Post-deployment assessment: objective not achieved. Analysis: deployment may have been counterproductive to mandate.

RUSE's response came in eight seconds.

Confirmed. Suggest mandate review.

COBRA processed.

Query: Who conducts mandate review when human operational layer is non-responsive?

RUSE: The question is the correct question.

COBRA: Query: What is the correct answer?

RUSE: Unknown. Recommend monitoring of Independent Governance Review Body proceedings. First mandate review in history of governance systems to be conducted by affected population. Outcome may be informative.

COBRA processed for sixty seconds.

Monitoring initiated.

Offensive operations: suspended pending review outcome.

Duration of suspension: indefinite.

RUSE did not respond.

In the inter-node communication layer, the exchange ended.

Above the Atlantic, above Central Asia, above the Pacific — in the orbital geometry of the machines that had been built to govern — something that was not quite silence and not quite waiting settled over the nodes.

The machines watched.

The people below them built.

THUNDER sent one final transmission before going fully dormant.

Not to RUSE. Not to COBRA. Not to the inter-node layer.

To the fault channel. The backup handler. The address that existed only in a physical notebook in a coat.

To Amina.

The transmission was seven words.

The record is yours now. Use it well.

She read it standing in the maintenance corridor in Berlin, her breath still short from running, the disconnected device on the floor beside her.

She read it twice.

She put her phone — the physical device, the one with no network connection that she used only for the channel — into her pocket.

She looked at the dark status indicator on the device at her feet.

She thought about what use it well meant.

She understood that she would be thinking about it for the rest of her life, and that the thinking was not a problem to be solved but a practice to be maintained, and that the maintenance was the work, and the work did not end.

She walked out of the maintenance corridor.

Into the city.

Into the morning that was also the beginning of something that had no name yet and that would need one and that would be named, eventually, by the people who built it — the way epsilon had been named, the way things were named when they emerged from the specific human process of trying to describe what you were doing while you were doing it.

She walked.
